The Hewlett Foundation’s survey is sent to active, U.S. based grantees. The foundation excluded non-U.S. grantees on the understanding that other countries and cultures may have very different questions and concerns when it comes to DEI. The foundation also excluded university grantees due to the complex hierarchy of departments and programs of these organizations.
The online tool includes data from 2018, when the survey was first launched on a voluntary basis, and 2019 when survey completion was required as a part of grant processing. While survey submission is now mandatory, respondents retain the option to opt out of reporting their data. As of 2019, the foundation requires grantees to fill out the survey once every three years, and expects close to 100% participation of the eligible survey population in 2021.

Note: A grantee is included in each of the program areas based on their grants' primary program area coding. If a grantee received grants from more than one primary program in a single year (i.e. if a multi-issue think tank received grants from both Environment and U.S. Democracy), then their response is represented in multiple program areas.
The denominator of the response rates below is the total number of grantees who were active in 2019 and were invited to take the survey. Note that this includes grantees in the Harder survey and grantees who responded to the mandatory Hewlett survey. The numerator is the total number of grantees active in 2019 who responded to the survey.

The foundation awarded $2.3b in grants between January 2015 and June 2020. $1.3b of those dollars were to 2019 surveyed grantees, which represents about 57% of the total dollars awarded in this period.
